If you are referring to the storage of time series, during the last
conference call, we agreed that each time point should be in its own
data array. I believe all GIFTI implementers are following the
conventions for each file type as described following thread of
messages:

Sorry, I'm quite unaware of the conference call.
The question was not limited to fmri time sequence, but to the whole dimensionality suggestions (as i keep improving the python helpers at https://code.launchpad.net/~nipy-develop...)
Should it be possible to add the content of your above mentioned post as recommandation or as suggestions to the specification ? This could mirror suffixes suggestion from section 9.
