There seem to be some .raw readers for matlab (e.g. http://www.mathworks.com/matlabcentral/fileexchange/29344-read-medical-data-3d).
I haven't used that package, but it seems well rated by users. You can extract the volume and dump to images (either manually, or I wrote a little script some time ago if you have niftis -- https://github.com/adalca/mmit/blob/master/src/nii2images.m)
