Of course this all depends on the nature of the work you will be doing. If you do not have a good sense of the computational power your work will demand over the next few years, it would be good to talk with others in your department, your adviser, etc. to get a good picture of that. Only with a realistic outlook on what kind of power you are actually going to need can you make an informed decision about the infrastructure your work is going to rely on.
