Hi Jeongsik Kim,
The problem might be caused because you are using meta formats instead of vtk formats. Also you need to specify both para.vtk and surf.vtk files that were your result from GenParaMeshCLP. I would try the following
ParaToSPHARMMeshCLP --verb --subdivLevel 10 --spharmDegree 15 NML01_para.vtk NML01_surf.vtk NML01_para.meta output_surf
Also, there is information in the MediaWiki that describes how to use ParaToSPHARMMeshCLP
