Changes:
Bug submission has been fixed. In order to submit a bug, please
enter your NITRC username and password to authenticate.
Additionally, XML command line output fixed to be compatible with
Slicer.
Update 10 September 2014: XML encoding bug fixed which wouldn't
allow special characters in problem summary or problem details.
