You'll have to check the README file that came with that scan.  Some of the ".img" files in the IBSR are NOT Analyze format files.  Instead they are a raw format that for hysterical historical reasons has the same file suffix.  Many software packages can open raw format image files if you provide the scan dimensions, voxel resolutions and endian-ness, and that information can be found in the README file.
