Hi Michael,
I'm sorry I just saw your message (and am not used to people writing me!) I believe I first heard about that threshold from Tom Zeffiro in a functional connectivity class he held, but you could cite the attached article, where I got the below quote:
"An image was defined as an outlier image if the head displacement in x, y, or z direction was greater than .5mm from the previous frame, or if the global mean intensity was greater than 3 standard deviations fromthemean image intensity for the entire resting scan."
