I'd like to add my two cents as a graduate student. This database would be a fantastic resource, but there is just no way that any advisor would to support a license of that cost for even more than one graduate student. As an open source resource the database would empower me to do some fantastic analyses, however as a subscription service I just wouldn't be able to use it. It seems to me that the most promising tools in neuroscience, and the ones that grow, become useful, and get the largest user base, are those that release open source.
